A few questions- When you say "emisions", are your saying that this is a "Calif Emissions" equiped engine? This is critical to correctly answering your question about a replacement carb. The 1966 C/E engines have a non-load-o-matic distributor and no Spark Control Valve (SCV) in the carb.
If the carb has the original metal tag attached to the top the code on it will tell which carb it is. If no tag, look for other clues- SCV or no SCV? Distributor type? Exhaust injection air pump and tubes to the exhaust ports.
The FYI is that the carb has to reasonably match the distributor, and vice-versa. This is more critical with an Autolite 1100 with a SCV and a Load-O-Matic distributor. If you have a L-O-M distributor you really should consider staying with a carb that has a SCV
On spark plugs, I run Champion RF14YC winters and RF11YC summers. They are cheap, they set the industry standard for "Extended tip" design. They offer a wide choice of heat ranges and are availabe everywhere. Did I mention that they are cheap?
In the mean time you could regap the plugs you have to .040" with no worry, and increase your initial advance for a little more pep and mileage.
