Why is it.....?

Why is it that the carb mounting pad on the 200 I6 intake is at an angle, but the carbs (Carter RBS, for example) need to be oriented with the mounting bolts perpendicular to the engine?

Does this have something to do with the heated spacer thingy? Or did they have the carb pad clocked differently for various years?
 
I think it's so Ford could put the heating spacer in between the carb and the intake, but I've never understood why Ford just didn't put longer studs and make them hold both the carb and spacer. Maybe it wouldn't have sealed the gaskets well enough?
 
So, the heating spacer itself could be used as an 'adaptor' if I were to switch from a YF to an RBS, right?

I plan on bypassing, but if it's still got some use, then it stays bolted on.
