All Small Six ‘68 carb

Hello, I bought a ‘68 1100 that came with a C4 car. It has a hole in the throttle plate. I removed the dashpot rod and put it on my 200 (T5) that came with a 3sp manual. Was that hole intended for AT cars only? I have a rough idle and I want to eliminate that as a possible cause. Thanks
