On another forum poster stated a think it was a 390 mini starter made by powermaster would work.

Yes it should fit if it's the correct offset Ford used two different starter drive off sets of 3/8 inch for a Manual and 3/4 inch for an Auto trans. So yes it should fit any of the 3 bolt starters Auto or Manual trans bell housings when using the proper starter drive offset . So yes it should fit the 144, 170 sixes and the early 200 sixes that still used the smaller 8 1/2 inch clutch and stick bell housings those all had the 3 bolt starter. Good luck 
I bought a new Ford starter at my big box parts store awhile back for the 250 engine I'm assembling (slowly) now. It's been awhile ago so forget exact yrs. but a V6 'stang (80s? 90s?) was suggested to me as one that would not interfere with headers if going that rout in the future. It was less expensive than the after market ones sold for this purpose.
Wonder if it fits the alternate location used by the 170/200?
