Do these gears require a narrow spacer under the cam gear bolt to avoid a bind up with the gear , the camshaft & the cam plate that bolts onto the block?

We had to install a washer (head bolt type) under the cam bolt & washer so the assembly did not bind up when bolted down on my 200 cid engine.

Addo is right! There is that little 1/8" spacer that's on the OEM cam that you must slide onto the end of the new cam. It fills the space where the retainer plate is and prevents the cam gear from going tight against the retainer plate. This part is easy to lose and/or forget.

I just installed one of these and though the gear fits the Clay Smith cam pretty tight, it did not bind the cam rotation in any way.

Yeah, make sure the spacer is there. The stock OEM spacer should be plenty. I had no problems with my Comp Cams 260H with Mike's Double chain set up.
