If that eBay engine is close to you I'd email the seller and see if you can come and look at it, maybe buy it outright. If it hasn't been turned over in a while take out the plugs and pour some marvel mystery oil into the cylinders. let it sit for 10-15 min and crank her over by hand. Then put the plugs back in and crank her over by hand a few more times feeling each cylinder come up to TDC. If they all feel like they have good compression then buy it and drop it in.
Ideally you would want to bolt up the tranny he has to it and hook up a starter. Then you can hook a battery up to the starter with jumper cables and crank the engine over, allowing you to get an accurate reading with a compression tester.
Honestly, for $150 I'd take the chance and buy it sight unseen if I needed it. The seller sounds legit and it seems more like he wants to clean out his garage than make money. You know how psychologically hard it is to throw out a perfectly good engine. Sounds like he just wants to get a few bucks for it and see it go to good use.
If you want to spend a grand then buy that guys engine and I'll install it for you. If it runs good and doesn't knock or smoke you can pay me the other $850.
