223 Rough idle

I have a stock 223 3speed column in a 63 Galaxie 500. The head is off a 1961 223 and has zero lash rocker arms. Compression is 105 to 112 on all six. Rebuilt autolite carb (with scv). New cap and rotor and autolite 45 plugs. The block (according to tag affixed to side of block) was bored 60 over in 1980 (can't find a listing for the company that did the work). I don't know if it has hardened valve seats or not. There is some blowby. I have the timing set to 4 deg. BTDC.
When I pull the choke off it sputters and shakes. When I acellerate it smooths right out and has excellent responce.
I have tried adjusting the carb Idles screw to every possible position but no real change. Anything I have over looked. I have done nothing to the distributor or points (because I don't have a clue what to do)
Any suggestions will be greatly appreciated.

Check your point gap first starting with a gap of .024 - .026 and run it with a dwellmeter. I think the dwell should be about 36. set idle speed at about 425 rpm while you have the dwellmeter connected.
Vacuum should be okay if it is getting good accelleration.
Carb idle fuel mixture setting as follows, engine not running: turn the screw in all the way to the seat (finger tight only) then back out 1 1/2 turns. Fine tune the idle fuel mixture by adjusting the screw with the engine running and a vacuum guage connected to manifold vacuum. aim for the highest vacuum you can get by adjusting the screw while maintaining idle rpm. If you are not seeing visible results with the idle fuel mixture adjustment, I would try to find a better needle screw for that carb. A scored needle should be replaced.
