2300 Choke question?

On this Holley with a manual choke when I pull the choke all the way closed with the lever the plate in the carb is closed completely.

as a matter of fact there are a few degrees of movement on the lever from it's notch with the fast idle cam and before the choke plate begins to open at all?

I am looking for a way to open this up a tad while completely closed with the lever, I would like the choke plate closed but cracked slightly.

the problem is with the choke closed the car coughs and sputters.
with it open a fraction the flow is better, but the idle is too low.

I can increase the fast idle screw to get more rpms... but I would rather the plate be closer to correct with the manual lever all the way closed.

Should I bend the plate arm like on a carter to get the right closed gap? should there be a gap on this carb? I have several manuals and they mention very little on the subject. but this is part of the reason for the hard start I am sure...
