Another valve question

I pulled the head off to check a tapping lifter and i decided to take a look at the valves and i noticed that most of them were a charcole black color and 2 of them were not fully black, they still had a slight shine in some places. But then there was one valve that was shining like it was just polished. Like it had never been touched. Has anyone seen this before? And if so is it a problem and what may cause it? I had the whole head redone so all the valves are new if that makes a difference.

Thanks
Nazs

well.....

its either zero/zip/nada combustion going on in that cylinder :? (the engine would have run real ruff)

OR.....

water has leaked in the cylinder e.g. the head gasket failed, cracked head, or cracked block  .

In my other project car the block cracked... cleaned the combustion chamber including spark plug REAL good
