cut a groove for a c-clip in a carburetor linkage rod?

Anybody have a method for cutting a groove in a 1/8 inch carburetor linkage rod so it'll accept a c-clip?
I'm hoping to do it without buying any new tools...
It's all I have left to do in order to complete fabricating a manual choke on a 2100

Oh yeah, I've done it plenty. Use a tiny triangular file and go at it.

didn't have a file so i used a hacksaw on my linkage.
