Dont know much about this but there is logic in what you say.
Just as a side note, I was reading an article a few weeks ago De-Tomaso I think (I wish I could find it) It was by a guy who has great expertease with modifying 350 Clevelands. He ran a 730 cfm four barrel on his 350 HP Clevo and advised another with similar that if a dyno recommends a 550 cfm carb (it had) then the 600cfm 4 bbl he had on it would fine for economy. But he added for power he suggestted a 750 cfm carb would gain him another 30HP. Better still he said would be a 730 cfm which still gave him 21 mpg on his application.
I think where there is a bit of doupt its always better to go a bit bigger. Still its not an easy decision for many.
