I have one quick question, I need to find out if the tranny vacuum modulator is not working right would that cause a failed emission. When I took it in for the emission test the hydrocarbons loaded reading passed, but idle reading was 1194 which failed :( , then carbon monoxide loaded reading was 1.98 fail, and idle reading 8.55 :( . Any info on what else to do, I have already replaced the plugs, wires are new, distributor cap is new, pcv is new, unless I have a blocked psv valve which there are 4 of the damn things. Thanks for any help
 
I think you need to retard your timing at idle conditions and try to lean out your carb. I read through an emission text I have just to make sure and also get some other tips. You might try adjusting your idle mixture screws to a leaner setting. Both CO and HC emissions result with rich mixtures and insufficient oxygen. That is one of the reasons they added the air pumps. You can also retard your timing. If it is not already, hook up your distributor to a ported vacuum source. This will retard the timing at idle and increases the exhaust gas temp and decreases HC emission. A side effect of this is that with retarded timing you normally have to crack open the throttle plates more to get a decent idle. This allows more air into the chamber and leans out the mixture. This was the leaner and later strategy of the early emission controls. A couple of other tips that the book mentioned.
Change the spark plugs to make sure they are not fouled. Misfiring would cause unburned HC's and higher CO.
Change the oil. Diluted contaminated oil may raise HC emissions due to the blow-by combustion.
Fill up with an oxygenated fuel with alcohol or a reformulated fuel. It has a slightly leaner burn and reduces CO.
Make sure the car is fully warmed up and go when you don't have spend a lot of time waiting and idling in line.
Finally, I do not see any reason that a faulty tranny modulator would cause your emissions problems. If anything, a vacuum leak would cause a lean condition which would help your emissions.

8) one other trick you can use is to run your tank close to empty, add a couple gallons of alcohol(3-5 should do nicely), then fill the tank. the reason that works is the sensors are not calibrated to read emmisions from alcohol(it burns too cold for the sensors to read).

Since the early 90's, oxygenated fuels have been used with a higher alcohol content. There is a propane based booster which can add 10 % more power while reducing emissions.

Fix the issues, a gas additive may get a pass, but you really oughta solve the problem first. Never let 'em black flagg your ride...sixes can run squeeky clean if you follow the advice here.
 
If the modulator has failed and transmission fluid is getting into the line, you emissions will skyrocket. If the modulator line is leaking, it might also affect the other devices on the car because of the vacuum leak it creates.
 
Gess I`ll need to plug that off and shift manualy to the smog test :x
