installing 3x1...

can I drill for a 3x1 with the head installed? I am guess that you can't. could I pull the rocker shaft so the valves are closed and then vac and blow out the bulk of the chips? I konw in the older weber carbed race cars and such they would ingest rocks during races without thinking of it. or could I pull the plug off the ends and push a wadding of something up there? reall y I am just trying to avoid pulling the head off and having to buy a new steel gasket. the motor is out of the car so I could even do this upside down I guess.

In theory you can. But from having done it with the head off I wouldn't want to do it with the head on the engine. Just think...if just one or two pieces of metal get down and you don't know about it, you'll end up scoring your cylinders. When you are cutting you'll end up with a lot of metal dust.
