New speedometer cable not working

I replaced my old squeeky speedometer cable and installed a new one. I routed the new one and clamped exactly as the old one. The squeeky noise went away but now always reads 20mph when the car is stopped. When the car is running it jumps to 40-70 mph when I'm only going 30mph. What could be wrong?
 
Thanks for the replies. Yes the housing and cable are new. The needle does not bounce it just seems to stick once in a while.
 
All I can think if is that you got the wrong gear like fattie64 mentioned. If you still have the old one, try switching it.
 
I will change out the gear and see what happens. I'm using the original gear and when I inspected it I found some teeth a bit worn out. I know the gear is engaging since I do see the mileage increasing.
