I have a 66 Mustang with a 200 ci block. When I attempt to set the timing, the timing mark on my harmonic balancer appears to be moving around. I have heard the rubber can wear out and slip, so I think this may be true for mine. Coupled with this, I have had to get a half-size fan belt to get it to fit, so I thought this would be an excellent time to fix this as well. Are there harmonic balancer, water pump pulley, and alternate pulley size variations I should look out for? Will I need a special tool to remove and install the harmonic balancer?

Send your damper to Damper Dr. for a rebuild. So far his work has been excellent for the several members who have had theirs rebuilt.
It will require a puller to remove and install. Most chain auto parts stores have them and will loan them at no charge. You'll need clearance in front of the damper, so be prepared to remove the radiator.

While your balancer may have slipped it's probably not what you are seeing. The distributor may be worn excessively or the points themselves that is what you are witnessing with the timing scatter.
