what type of induction/fuel system would i need to give my engine the potential to reach this goal, i will be running a turbo with 15 lbs of boost and a comp ratio of about 8 1/2 to 1, if you have any sugestions please share money is no problem this is going to be a long time project

Are you stuck with the original engine, if you are then the head is of course a cause of all your troubles. Id be considering a OHC 4l Aussie six, they would do it fairly easily.
