I don't know what you call long block or short block... Here in Argentina exists the 188" and 221", and some USA ECONOLINE 6 inline, about 300"... I think you call big or long block to ECONOLINE 6... I'm not sure.

However, it's a 221" SP engine. I think it's a short block for you.

The description "long" or "short" explains if the motor has the cylinder head attached (long motor, named because it is taller), or if the head is removed (a short motor).
