Basically you adjust the turbine A/R and type to match the engine RPM at which it spins the compressor fast enough to make the boost you need.
The compressor sizing part of things is trivially easy IF you have a compressor map for the compressor size and trim you are using. I have yey to see achart or an algorithm for sizing the turbine. If anybody knows of one, PLEASE POST.
