what is this under my spark controle valve?

on my 66 170 in a ford bronco, under the spark controle valve, between the carb base and the carb heater plate there is a 1/16" spacer with something that looks somewhat like a thimble that has about 1/16 hole in it that sucks vacuum. what ever this is it not homemade. I found a pine needle stuck half way in so I know it can suck dust and dirt in it.
I just bought a 1100 carb for a 200 and I think I will remove this when I install it.

It sounds a lot like one of those "Miarcle gas milage improver!!! Allows engine to take in more air and burn the fuel better!!"

if it is on the front of the carb it goes to the pcv. i just went out to look at mine and that is the only thing i could see
