just put a new exhaust manifold on the started before but started acting like the
timing was way off the engine turns really slow so i thought the battery might be
low so i jumped and still the engine turns slow if at all could the starter be bad?

8) Did you check your battery cable? The cable running to the starter could be bad, or it maybe grounding out against one of the header tubes

Definitely start by checking the cables and connections. That means both ends of both cables. If in doubt, replace the cables with good ones, not cheapo's. If the battery is known to be good the starter would be suspect. If the positive cable from the battery actually grounds out on the manifold you won't have to guess as to what happened
