I would certainly bother with a header, a decent exhaust, and a duraspark II ignition. Since you can get the holley-weber kit from stovebolt for less than $100, might as well do that, too. All together should set you back close to $1,000 depending on who does your exhaust, but it will definetly liven the engine, even with the stock carb. I'd say it's a good value.
Not only will you feel much more useable power, but the engine will start better, run better, and rev more freely.
You could replace all those parts and get the car decently tuned in a weekend.
My falcon does 12-13 second 0-60 with a worn two speed automatic. that's pretty good when you figure stock was like 19 seconds. With a three speed or a manual you can figure on much better performance.
