Holley 1940 jets

I'm running a holley 1940 on a 200. I bought it New Old Stock a few years ago, and it has the larger throttle plate size. It runs pretty well, but I am thinking the main jetting was set up for a larger engine - 240, 250, or 300. My problems are - it doesn't run very smooth at medium throttle until the engine warms. It also tends to stall when starting off from a stop before the engine completely warms. I also occasionally experience deiseling after a short trip, and on rare occasions the engine floods and I have to hold the choke open while restarting to clear the flooded condition. These problems go away in warmer weather.

I'm thinking the main jet size is a little big, and when the choke is closed it's just a little too rich. The accelerator pump is enough to kill it when the choke is closed. I was going to try jetting down two sizes to see if the problem gets better. Does anyone know if this carb takes standard size Holley jets?
 
No they are not std Holley jets. You might check the float level for a start. What size jet is in the carb I have a few somewere. Choke setting might be off a bit also.
