You'll be amazed at the performance difference of the head you've proposed, even without a cam. The Mods you've described will really wake up an engine. The 1100s may not be the best choice for a tri-power. In any case the progressive linkage will help to control the total cfm. I like the little glass-bowled, early Holley #1908s. It takes time and tuning to get a tri carb set-up to run right.
A performance cam will allow the rpm (and power) range to move up to a higher range. The more air you can pump- the more power you can make.
If you're limited to a head mod stage for now, then you've got the right stuff planned. When you get the time/money/need you can build the bottom end, adding a cam and all the other good stuff at that time.
Stage building is a good way to go, IF you can stick to a plan. You've got to plan for the final stage at every stage.
