Timing Questions

Got my engine back in, doing all final stages of it.What should be timing on it. somebody told me like 8btdc is this right?(200 cid) tried to turn my harmonic balancer its hard to move, is there a tool or an easier way to turn this? Im thinking of turnning it and just look at the first spark plug chamber
for pressure. need help want to start this engine this weekend.thanks

Pull the plugs if you're trying to turn the engine by hand.
Hold your thumb over the #1 plug hole. When it puffs, you're at TDC, more or less. Set the timing mark at 10*, then loosen the dizzy. Turn the ignition on. Put a plug in #1 wire, and rest it on a good ground. Rotate the dizzy back and forth, until you get a spark. Tighten everything in and down. Start it, and do you final timing adjustment. 8)
