The idea of the 32/36 Weber, which has asynchronous butterflies, is to give economy (32 venturi initial) with additional performance (36 venturi opening up later).
The 38/38 Weber has synchronous butterflies, opening up the same amount per given throttle position. This is more of a performance carb for the 200/250.
If you look at the sites selling Webers for 4.2L Jeeps, the 32/36 is an upgrade to the stock carb, with the 38/38 as a performance choice.
