Inline 200 keeps fouling plugs.

I have a 1966 mustang with a inline six 200, it has a new carburetor (4th one) and my plugs keep fouling out, I'll clean them, the car will run ro a few minutes then nothing, I take off the plugs and they are black as night again. What is the problem here?
 
WAAAAAY to much fuel!!

Does the car run super rough with lots of black smoke??

What is your compression?

What condition is your ignition system in? Points or electronic?

Is your choke set to rich?
 
see I am fouling plugs too....kinda

only plugs on #5 and #6 (#6 being the worst) the motor is fresh but old so I think the seals might be leaking oil that is running back in the log? also since I have LOW compression should I maybe go to a hotter heat range plug?
