Manual choke whistles even when warm

I was retuning my carburetor (Autolite 1100) today , when I noticed air rushing into the choke where the heat stove used to to be. The engine (200 six) was warm , and the manual choke throttle was set to off, as confirmed visual by looking at the butterfly valve. I thought air passed through that opening only when the coke was on, but it appears to be whistling all the time.

My question is: How is the manual choke suppose to work? Where is the shut off control? In the plastic cap or in the missing heat stove?

i've had some carbs whistle about the throttle plate, with the slightest adjustment of the throttle silencing it.

with your manual choke, it should be controlled by the cable connecting to whatever is sticking out of the plastic cap, with that control leading to the cockpit for you to operate, right.... with a manual choke, the heat stove connection is not used, and it is probably best to cap it off, especially since yours appears to be sucking unfiltered air into the engine.
