Well, for one thing, adjustable rockers will allow you to compensate for a shaved head (as in milled ). Another more practical reason to use them is to set the proper pre-load when using a hydraulic cam and lifters. With the non-adjustable setup, you're limited to shimming the rocker stands and/or using different length pushrods to achieve correct pre-load.
Naturally, they are mandatory when using a solid lifter cam, they're used to set valve lash.
While technically they are correct most dont bother unless its for performance.
You mill the head .060" and then put on a .050" composite head gasket you really arent losing very much. Some of the guys here just put it back together and let the lifter absorb the slack
