It's usually a leaking brake booster diaphragm. When you put on the brakes it lets more air into the manifold (shouldn't do this if working correctly).
That is easy to test, just detach the vacuum line from the booster and block it. If you road test it that way, remember that your brakes are not boosted and it will require a lot more power from your foot to operate the brakes.
