Which upgrade?

I have a '65 mustang 200 and everything is stock. I want to upgrade the exhaust with headers and do a t5 swap, but my money wont allow it. So I basically have one upgrade to do this summer. I was thinking the t5 would be really nice because I will be going to college soon and it is an hour away from my home and I will probably make the commute more than a few times. Seems going freeway speeds without overdrive would be a little hard on the engine.
On the other hand, I think my exhaust has a little leak (it makes a airy noise in rythme, piff piff piff) so it would be a good time to do the whole exhaust(including headers), and it wont pass inspection with a exhaust leak will it? but I think just fixing it would not be to hard. So I was wondering which one would be the most benificial?

Personally, I would do the T5 first. It will actually make the engine feel a little peppier because f the gearing ratio.

As far as passing emissions, that will depend on the state. Most 65 mustangs don't have to pass emissions in most states. Too old. In Rhode Island, the cars just get a cursory glance and they check for lights and signals.
